Officer Involved Shooting, EGPD, Franklin and Laguna

ELK GROVE, CA – The following information is based on a preliminary and ongoing investigation, which continues to evolve as investigators interview witnesses, review physical and electronic records, and analyze forensic evidence. The department’s understanding of the facts and circumstances may change as additional evidence is collected and analyzed.

On April 20, 2019, at approximately 11:11 p.m., Officers responded to a call for service regarding a suspicious person in the area of Tegan Road, just west of Franklin Boulevard. The caller said they observed what they thought was a male subject trying to break into a travel trailer hooked up to a pickup truck. The caller went on to state they observed the male subject pulling on the door handles of the trailer and saw the subject move a firearm from his pants pocket to a sweatshirt pocket.

An officer arrived on scene and contacted a male and a female standing near the travel trailer. The officer had the subjects sit down on the curb and they complied. As the second officer was arriving, the male stood up and ran southbound through a shopping center parking lot, located on the northwest corner of Laguna Boulevard and Franklin Boulevard. The initial officer ran after the suspect. The second officer pursued the suspect in his vehicle and intercepted the suspect in the shopping center parking lot. The initial officer caught up to the suspect and the second officer as the officer was contacting the suspect. The officers were on each side of the suspect, facing each other. The suspect moved toward the second officer with his hands near his midsection area.

Officers, using their duty weapons, fired at the suspect hitting him.

During the event, both officers sustained a non-life threatening gunshot wound to the lower leg.

The suspect was found to be in possession of a loaded firearm.

Officers on the scene provided medical aid to the suspect until fire personnel arrived. Both officers and the suspect were transported to a local hospital. Both officers have been treated and released. The suspect is still being treated at a local hospital for his injuries.

Through the course of the investigation, it was learned the original caller and the suspect were acquaintances. The original caller was the one that said the suspect was armed. The travel trailer was registered to another individual but primarily used by the suspect.

The female that was initially contacted with the suspect was detained and later released.

The suspect has been tentatively identified as a 41-year-old male from Sacramento. His name and photo will be released upon confirmation of his identity and booking into the Sacramento County Main Jail.

Upon release from the hospital, the suspect will be booked into the Sacramento County Main Jail for numerous charges, including, but not limited to; felon in possession of a firearm, possession of a loaded firearm and resisting/ obstructing arrest.

The investigation into this shooting will be conducted independently by the Elk Grove Police Department’s Investigation Bureau, Professional Standards Unit, and the Sacramento County District Attorney’s Office which is standard practice for any officer involved shooting.

The two officers involved in the shooting include a 14-year veteran of law enforcement who has been with the Elk Grove Police Department since 2006 and a 10-year veteran of law enforcement who has been with the Elk Grove Police Department since 2018. In accordance with Elk Grove Police Department policy, the officers involved in the shooting will be placed on administrative leave.
